Project Description

The SDCRAA hired JP as Prime Consultant for its Quieter Home Program, designed to reduce interior noise levels in homes impacted by SAN operations. The program serves diverse properties, with 25% classified as historic, in neighborhoods within SAN’s flight path, including Point Loma, Ocean Beach, Uptown, and Golden Hill.

Residential Sound Insulation Program

  • Sound insulated over 5,000 housing units.
  • Sound insulated first non-residential property: Point Loma Community Seventh Day Adventist Church and YMCA Preschool.
  • Developed relationships with SDG&E, the State Historic Preservation Office, and other agency stakeholders to navigate long delays in permit approval processes; JP expedites these approvals to maintain construction progress.
  • Maintains consistency of treatments across neighborhoods while addressing the unique characteristics of each home, including existing spaces available for ventilation systems, code requirements for egress and fresh air, and operation of existing doors and windows. In treating homes, we consider the pallet of window and door products that can reduce interior noise levels, while maintaining the home’s character-defining, historic features.
  • Surveys properties entering QHP to determine whether they are potentially historic per Section 106 of the National Historic Preservation Act of 1966. Two times, JP has worked to update the Programmatic Agreement with the San Diego Historic Resources Board, and a third revision is pending final review and stakeholder signatures. This has increased efficiency, allowing QHP to keep pace with its demanding schedule.
  • Uses energy modeling to support the State of California’s Title 24 Energy Code standards while preserving treatment options for homeowners. This results in cost savings for QHP and homeowners alike.
  • Maintains a community-based office and supports a product demonstration showroom, updating products installed in the showroom as items are added or removed from QHP options.
