Patrick Leahy Burlington International Airport (BTV) Noise Mitigation Program

Program development and management; outreach; hazardous materials testing and abatement; architectural and engineering design; acoustical testing; information management/GIS services.

Project Description

Since 2016, JP has provided on-call services supporting BTV’s NMP. JP directs planning, information management, noise monitoring, Part 150 and noise exposure maps, and implementation of noise mitigation measures for residential and non-residential properties.

Program Planning

  • Provided grant writing assistance to secure FAA funding for the program.
  • Conducted a Noise Exposure Map Update (NEM) based on predicted noise levels of the F-35A military fighter jet program at the Vermont National Guard Base, located at BTV.
  • Conducted Noise Compatibility Program Update (NCP) and recommended mitigation measures and future land use planning initiatives.
  • Installed a flight tracking and noise monitoring system that measures noise levels associated with aircraft operations; the system includes an online portal where residents can track plane decibel levels and location.
  • Worked with BTV and Vermont Gas Systems (VGS) to negotiate a partnership where VGS provides the 10% local match on behalf of BTV for the Airport Improvement Program (AIP) grants.

Information Management

  • Created an interactive website, providing homeowners instant access to status information.
  • Utilized GIS mapping for NEM Update and utilizing GIS to analyze and pre-set the eligibility of properties.
  • Developed, hosting, and currently maintaining a database to assist the NCP efforts.

Residential and Facility Sound Insulation

  • Designed, bid, and constructed improvements for the Gertrude E. Chamberlin Elementary School; Included a positive ventilation upgrade with an Energy Recovery Ventilator (ERV) that provides fresh air into the building and adds mechanical exhaust, reducing viral particle concentrations while providing air filtration.
  • Completed construction of 15 homes in Phases 1 & 2.
  • Designed and bid 67 homes over three phases.
Land Acquisition
  • Managed land acquisition/relocation of residential properties located in 70+ DNL noise contour.
