Project Description
JP is the Prime Consultant for Massport’s Residential Sound Insulation Program, aimed at reducing aircraft noise for properties near BOS. JP delivers comprehensive management services for the program, encompassing over 105 potentially eligible properties across two municipalities.
Program Planning
- Conducted demographic analysis of impacted neighborhoods.
- Updated program policy and procedures.
- Analyzed impacted properties to develop a categorization study.
- Created a community outreach plan and developed outreach materials.
- Developed Acoustical Test Plan (ATP).
Information Management
- Analyzed impacted properties to develop a categorization study.

Residential Sound Insulation Program
- Developed a 10-house pilot project using the new Federal Aviation Administration (FAA) guidance for sound insulation programs. Design is complete with construction to follow.
- Developed the RSIP following FAA updated guidance, including an ATP that utilized updated FAA testing methodology.
- Conducted floodplain impact analysis and demographic analysis of impacted neighborhoods and analyzed impacted properties to develop a categorization study.
- Updated RSIP policy and procedures and created a community outreach plan; Developed outreach materials in multiple languages to meet the needs identified in the demographic analysis.
- JP previously served as Prime Consultant for Massport’s RSIP, providing services for 27 consecutive years (1984-2011). JP successfully treated 1,919 homes with “first generation” improvements from 1984 through 1993 and continued to serve Massport and its communities through 2011, treating over 9,500 homes. With total construction costs reaching $144M+ and over 120 separate bid packages, change orders amounted to less than three percent of total construction costs. Structure types included single-family, townhouses, row houses, apartment buildings, elderly complexes, condominiums, triple-deckers, and historic properties.
