Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport) Residential Sound Insulation Program

Project Description

JP is the Prime Consultant for MAA’s Residential Sound Insulation Program, which was created to mitigate potentially adverse noise effects felt by residents adjacent to BWI Marshall Airport. There are approximately 480 potentially eligible dwellings that are programmed into four phases.

Program Planning

  • Updated program policy and procedures.
  • Created a community outreach plan and developed outreach materials.
  • Maintain project schedule and track milestones.

Information Management

  • Developed a database with multiple functions for data collection.
    • A scheduling function lets users enter properties into appointment slots while speaking with homeowners.
    • Includes all parcel data surrounding the project area, so adding new property data, including homeowner inquiries and communications is easy.
    • Each property is shown on a map to see the property’s location to the 65 DNL noise contour that determines eligibility. This helps identify potential block rounding areas that would expand the project area and increase the number of potentially eligible properties.

Residential Sound Insulation Program

  • Completed outreach for 136 single-family and 263 multi-family units.
  • Completed construction on 18 single-family units.
  • Implemented a hybrid outreach approach for participation meetings during the height of the Covid pandemic. Homeowners could choose to attend either a virtual or in-person program meeting, providing convenience to homeowners and increasing staff efficiency.
