Mr. Payne is a Founder and the President / Managing Principal of The Jones Payne Group, Inc.  He has led the firm to the national forefront of sound insulation programs for airport, transit, and rail modernization programs. In his 25 years of involvement in noise mitigation programs, Mr. Payne has served in a variety of roles to insure the success of these programs. 

As Principal-in-Charge of 21 noise mitigation programs across the country, Mr. Payne has worked closely with airport officials, FAA personnel, building owners, local and regional planners, and regulatory officials to insure that their goals and agendas are incorporated into the programs that provide noise mitigation to impacted communities.

Finally, as a registered architect with an interest and expertise in design, construction and historic preservation, Mr. Payne is involved in all the firm’s projects and responsible for the quality and consistency of the design and construction documents prepared by the firm.
