Ms. Carter joined Jones Payne in 2011 as a principal and is the lead for the firm’s Noise Mitigation Group.  Ms. Carter has specialized in airport noise and environmental issues and mitigation planning and program implementation for over 20 years. Her experience at both air carrier and general aviation airports provides a broad range of expertise in conducting specialized studies including Part 150 and implementation of recommended programs.

Ms. Carter focuses on the development and implementation of large-scale noise mitigation programs such as sound insulation of residential and public structures and voluntary land acquisition. She also has extensive experience in the design, installation, and implementation of noise and flight tracking systems and developing community and pilot relations programs. Additionally, she brings extensive experience in fostering communication with community groups and public agencies to develop an understanding of airport projects.
