Residential Sound Insulation Program

Jones Payne worked in collaboration with the Revere Housing Authority (RHA) under contract with the Massachusetts Port Authority (Massport) to sound insulate Alfred C. Liston Towers (Liston Towers) in Revere, MA. Liston Towers is a 6-story elderly housing development containing 103 occupied apartments. In compliance with Massport’s Residential Sound Insulation Program (RSIP), Jones Payne provided design and construction administration services to reduce noise levels inside the building.

Massport created the RSIP to enhance airport/community relations and quality of life for residents living in noise-impacted communities surrounding Boston Logan International Airport.

PROJECT HIGHLIGHTS

• Because of its northeast exposure and proximity to the Atlantic ocean, Liston Towers was built with sliding glass doors designed to withstand high winds. The storm doors, installed on the interior, required the removal & reinstallation of the existing baseboard heating.
• Developed design specifications that provided special treatments for any components of the window and door replacement containing asbestos.
• Provided air-conditioning to the community room and office areas.

Building Envelopes

The RHA hired Jones Payne to provide architectural design and construction administration services for building envelope renovations at Liston Towers. Jones Payne developed specifications to ensure as little disruption to tenants as possible. Renovations included the replacement of brick veneer at the rear of building, through-wall flashing and sealant, balcony upgrades, select window and door replacements, and selective interior upgrades. 

PROJECT HIGHLIGHTS

• Worked closely with the structural and building forensics consultant to document existing water infiltration, determining the best approach to resolving the issues while keeping the scope of work to a minimum.
• All interior work was substantially completed within a single day.
• At Jones Payne’s recommendation, RHA set up the community room as a hospitality suite with coffee and snacks for tenants during construction.
