Program Planning
The City of Phoenix Aviation Department (City) hired JP to conduct a feasibility study to determine the viability of implementing a noise mitigation program for non-residential structures to include schools, community centers, and places of worship located in a designated noise boundary near Phoenix Sky Harbor International Airport (Airport). As lead consultant for the study, JP formulated the project approach including treatment options, schedules, and budgets specific to each eligible site and building. Initially set at 35 eligible structures, JP identified an additional 18 eligible structures during its windshield survey.
PROJECT HIGHLIGHTS
- Established eligibility criteria and a communications strategy for the study.
- Determined which institutions & structures were eligible for inclusion in the study.
- Met with building owners and community stakeholders to conduct architectural, mechanical, electrical, structural, and acoustical evaluations of all buildings.
- Identified available construction solutions for the various building types, including historic structures and those eligible for listing as a historic structure.
- Created recommended project schedules that included the City’s and the FAA’s budget process for potential federal grant funding.
- Established priority of treatment recommendations.
- Designed and constructed sound-reducing glazing on exterior windows, new exterior doors, new ceilings, new mechanical system (including heat pumps and ceiling fans), and new duct work
- The study became the organizational basis for the City’s Sound Insulation Mitigation Services (SIMS) program.
- Completed the sound insulation of two schools, one community center and one church – Achieved noise reductions up to 9 decibels.
School Sound Insulation Program
The City hired JP as lead architect to sound insulate educational institutions in Phoenix, Arizona – as part of the Airport’s SIMS program. JP provided design and construction administration services.

- Mitigated a variety of challenges to include completing work during school vacations and managing work in occupied spaces.
- Installed new acoustically-rated windows and doors, acoustical ceilings, heating, cooling, and electrical systems.
Facilities Sound Insulation Program
In addition to schools, the City hired JP to sound insulate community centers and places of worship located near the Airport – as part of SIMS.

- Mitigated a variety of challenges to include the completion of work during weekends and evening hours as well managing work in occupied spaces.
- Installed new acoustically-rated windows and doors, acoustical ceilings, heating, cooling, and electrical systems.
