Residential Sound Insulation Program

The City of Inglewood (City) is one of the most noise-impacted jurisdictions affected by flight operations at Los Angeles International Airport (LAX).  The City is also home to one of the nation’s largest remaining residential sound insulation programs.  With humble beginnings, the City’s pilot Residential Sound Insulation Program (RSIP) launched in 1992, sound insulating 38 homes.  By the end of 2015, within the span of just 18 months, over 3,000 units received treatments. 

From 2007-2015, the City hired JP as 1 of 4 lead consultants to provide architecture, engineering and acoustical support services for its RSIP.  JP successfully helped mitigate a myriad of issues that threatened the program from shrinking contours, funding constraints, challenging housing stock, and document backlogs. With an emphasis on increasing capacity, JP and agency staff successfully treated 1,000 properties, of which more than half were designed, bid and constructed in the last 18 months of the contract. In 2017, JP was selected to continue its involvement with the City’s RSIP.
