The following is a selected list of projects our staff has completed that demonstrate the depth of our experience and GIS application development capabilities.
Philadelphia International Airport
RSIP Functional Requirements Specification
The Jones Payne Group GIS Team developed a needs assessment and functional requirement specification for a GIS-based Residential Sound Insulation Program (RSIP) management system to be used by airport staff for managing their current and future RSIP activities. Work included conducting personal interviews of aviation staff, developing use cases, creating a mock user interface, and writing a functional specification of the conceptual system.
Rhode Island Airport Authority (RIAC)
Residential Sound Insulation Program GIS
The Jones Payne Group GIS staff led the creation of GIS base map data and the implementation of ArcView GIS to facilitate Airport Planning, FAA reporting, and property management. Work included constructing base maps in AutoCAD Map, and integrating the base map data with new data provided by consultants and City Government. Tasks also included installing and configuring ESRI software in the client’s environment, and creating secure access tunnels to offsite data resources that are maintained by consultants on an ongoing basis.
Toledo Port Authority
GIS Base Mapping System
The Jones Payne Group GIS Team led the creation of GIS base map data and integration with existing data for the Toledo Port Authority (TPA) to manage its FAA obligations related to its Environmental Impact Study. Additionally, the TPA requested a data integration plan to allow their GIS base map to be incorporated into its facilities management and inventory systems.
City of Colton Enterprise GIS *
The Jones Payne Group GIS Team has served as the City of Colton’s enterprise GIS consultant since 2000. They continue to provide on-call services to support the City of Colton in implementing enterprise-wide GIS applications and integrating the City’s ArcSDE databases and GIS applications with other city management systems. Past projects have included implementing an ArcIMS-based search engine for displaying scanned as-built drawings, developing a web-service based parcel reporting application, integrating the City’s GIS data and systems with it’s Synergen work management system, and implementing the City’s enterprise ArcSDE database.
Statistical Research Inc. SRIDmap
Archeological Excavation Management System *
The Jones Payne Group GIS Team provided database design, conversion and application development services to Statistical Research Inc., to assist them with implementing ArcSDE and ArcIMS to manage their archeological excavation activities. Work included designing a Geodatabase for data storage, implementing ArcSDE on Microsoft SQL Server, developing a custom ArcMap add-in to import and semi-automate polygon creation and attribution of Total Station archeological field data, and developing an ArcIMS website to report project statistics via maps and dynamically generated charts.
Rhode Island Airport Authority (RIAC)
Land Acquisition Implementation and Management
The Jones Payne Group IMS team developed a Lotus Notes based project database which facilitates all required activities of the Federal Relocation Uniform Act (FUA). The Data integrates with the RIAC GIS systems for real time reporting of project status. The Project involved creating and embedding standard Federal forms that also met the reporting requirements of the Airport.

Community Web Portal
The Jones Payne Group IMS Team is currently leading the creation of a web site resource for RIAC to communicate their Voluntary Land Acquisition program goals, status and available resources to the affected communities. Work involves developing the web design and page format, plus content development and application hosting. A thorough understanding of the Federal Relocation Act is necessary to ensure compliance and public acceptance of the project.
Phoenix Sky Harbor International Airport
Web Based Project Collaboration and data interoperability
The Jones Payne Group IMS Team implemented a web-based project team collaboration space that included custom data collection and analysis forms. The project also required implementing a strategy to migrate the collected data into the client’s GIS portal website. Work involved managing the project data requirements, developing the custom web collection and reporting tools as well as creating web services and XML schemas for the consistent exchange of data with other systems.

Web Based Project Collaboration and Data Interoperability
The Jones Payne Group IMS Team designed and implemented a web-based project portal for use by the Airport’s architectural consultant and management staff to facilitate the collection and processing of data from remote locations for the Quieter Home Program (QHP). The system design goals included standardizing data collection processes and outputs across a team of individuals with diverse backgrounds. Work also included enforcing policies, ensuring standard practices are embedded in the system technology, providing system implementation, on-site training, and support.
Shreveport Regional Airport Authority
Project Detail Inventory system
The Jones Payne Group IMS Team led the creation of an inventory system for the collection of field data and CAD details. The system provided a unique input system focused on the architectural analysis of field conditions and translated the data into a comprehensive information management system for document coordination by the project team. Work included developing PDA based data collection systems that replicate with a central web server plus designing a web-based automated document management and assembly system.
San Jose International Airport (SJIA)
Web Based Project Collaboration System
The Jones Payne Group IMS Team managed the development of a web based data collaboration and file storage system for SJIA’s architectural team in charge of designing many small, multi-phased renovation projects. The system leveraged IBM’s Lotus Domino collaboration environment, and used push technology with Microsoft’s windows based storage environments to enable replicating files and data across disconnected networks.
Massachusetts Port Authority
Cost Estimating and Analysis
The Jones Payne Group IMS Team served as the project’s chief estimator and responsible for all construction budgeting activities. Work involved developing and implementing a complete software system for quantifying the scope of work and estimates that were used throughout the duration of the project. The system automated the estimation workflow, and included a high level of intelligence that was imbedded into the estimation routines. The system also enabled cross-phase reporting, which provided historic and comparison reports to better inform project decision-making. Work also included providing system training and support services.
