Summary of scope of work:
The Jones Payne Group was asked to develop a management system for the Rhode
Island Airport Commission’s (RIAC) Land Acquisition project. Our solution
reached beyond normal project workflow tracking and simple event tracking
systems to create a system that handled all aspects of land acquisition. We
realize that every land acquisition program has its special needs but there
are also many prescribed functions and standard forms that could be
incorporated into a Management System, enabling relocation agents to easily
populate an acquisition management database by completing their usual work
of filling in the necessary forms online. Behind the scenes, our Land
Acquisition system inventories Relocation Housing Payments, Comparable
Property evaluations, Offer Packages and other relevant information. The
result provides RIAC with a complete electronic record of the acquisition
process - from the initial invitation and title search through all property
management tasks.
The Land Acquisition Management System is also integrated with a Geographic Information System to produce maps of project progress and perform advanced analyses. RIAC has successfully used the system’s progress maps to enhance their grant application process and work with neighboring city governments to understand the tax revenue impacts and benefits that their land acquisition project created.


Special Features:
Database Design & Development – Jones Payne worked with RIAC and their
consultants to develop a solution that enhanced the information workflow
while moving data management behind the scenes. Special consideration was
given to the way the relocation staff completed their tasks and design the
system to make the transition from paper to digital forms simple and
intuitive. As a result, the system was put into practice with minimal
training.
GIS Integration – RIAC and the surrounding communities had no geospatial data at the time this project was started. As part of our scope, The Jones Payne Group developed a GIS data specification plan to create data for RIAC that would be cost effective and accurate enough to meet the needs of the project.
Non-standard Workflow – Jones Payne completely reworked the way in which property management services were undertaken with minimal changes to existing staff workflows. The new process needed a data management system to assist with tracking. While the system meets the Standard Relocation Act requirements it also incorporates RIAC’s special project needs.
