The Jones Payne Group featured in AIANE Livable Community Exhibit

This year’s AIA New England (AIANE) conference focused on Livable Communities in the American Landscape. The annual design award program included a Livable Communities Exhibit displayed at the A.P.E. Gallery in Northampton, MA from October 1st-15th.

The Jones Payne Group’s submittal was featured along with 26 others each based on one of the AIA’s Ten Principles of Livable Communities. Jones Payne’s submittal featured the Seattle Sound Transit Sound Insulation Program and its protection of environmental resources.

The Atlanta Land Trust Collaborative Chooses WeaverPRM™ To Help Manage Affordable Housing Initiatives

The Jones Payne Group, Inc. announced that the Atlanta Land Trust Collaborative (ALTC) has purchased WeaverPRM™, the firm’s web-based software that integrates workflow tracking, dwelling, and homeowner information into a system designed to help organize and manage parcel and property-based activities. ALTC, founded in 2009, will become a central server to create a strategic and focused approach to developing community land trust (CLT) housing initiatives around the Atlanta BeltLine.

ALTC is committed to using the CLT concept to offset the effects the current Atlanta BeltLine economic development efforts might have on gentrification of neighborhoods and displacement of low- and moderate- housing stock.

“We believe that WeaverPRM will help us standardize and track how the individual CLTs under the ALTC umbrella function and implement regional best practices,” said Tony Pickett, executive director of the ALTC. “As we move to create new land trusts, WeaverPRM will ensure the continuity and integration of all the CLTs while allowing them to maintain and protect their unique identify within each community.”

The Jones Payne Group will be offering a demonstration of WeaverPRM on Wednesday, October 26 at 3:00 pm during the National Community Land Trust Network’s 2011 Conference in Seattle, WA.

Atlanta Land Trust Collaborative

Under the leadership of The Atlanta BeltLine Partnership, the Atlanta Housing Association of Neighborhood-based Developers (AHAND) and the Annie E. Casey Foundation – Atlanta Civic Site, a group of more than 30 public, private, nonprofit, and community organizations created the Atlanta Land Trust Collaborative (ALTC) to maintain affordability in neighborhoods at risk of gentrification and displacement due to the Atlanta BeltLine $2.8 billion redevelopment initiative and throughout the City of Atlanta. The ALTC is spearheading the creation of Community Land Trusts (CLTs) in order to provide access to land and housing for low- and moderate-income residents; increase long-term community control of neighborhood resources; empower residents through involvement and participation in the organization; and preserve the affordability of housing permanently.

The Jones Payne Group Approved for Massachusetts Housing Authorities' House Doctor Program

The Jones Payne Group, Inc. announced that the Massachusetts Department of Housing & Community Development (DHCD) has approved the firm as an architectural consultant for its House Doctor Program. The program includes preapproved architects who can provide design services to the Commonwealth’s local housing authorities (LHAs). These services include kitchen renovation, bath renovation, door replacement, roofing repairs/replacement, and siding repair/replacement. DHCD estimates that the program will provide funding for approximately 1,000 projects of between $25,000 and $250,000 in construction value over the next 5 years. The firm’s contract extends for 2 years, beginning on July 1, 2011.

"Becoming part of the House Doctor Program will allow Jones Payne to continue to deliver on the firm's commitment and mission to help make livable communities," said Michael K. Payne, Managing Principal. "We are pleased to be able to work with the Massachusetts Department of Housing & Community Development on this program that will assist so many LHAs."

The Massachusetts DHCD has oversight responsibilities, including funding for capital improvement projects, for state-aided public housing at approximately 250 local housing authorities across the Commonwealth. The portfolio includes approximately 50,000 units of housing in 7,500 buildings ranging from single-family houses to high-rise apartment buildings. Housing is provided for families, elders, and individuals with special needs.

Since 1980, the DHCD has provided intense involvement and oversight of capital improvement projects for the state’s LHAs. DHCD is transitioning to a new mode of funding capital improvement projects that includes a stipulated sum of monies allocated to all LHAs over a set period of time as well as the development of capital improvement plans for every LHA. It is anticipated that this new approach will provide more autonomy in budgeting, planning, and implementing projects at the local level.

The Navajo Housing Authority Selects the Jones Payne Group Team to Lead a
Housing Needs Assessment for the Navajo Nation

The Navajo Housing Authority (NHA) has selected The Jones Payne Group and a wonderful team of partners to assist the Authority in conducting a housing needs assessment for the Navajo Nation.

In 2009, NHA hired a consultant to establish a demographic data collection and management system. NHA also conducted an extensive data collection effort and surveyed 25 percent of the total Navajo Nation households tabulated in the 2000 Census. They conducted the Phase 1 effort between January and May 2009. During that time, 220 data collectors interviewed approximately 11,240 households to obtain demographic and housing information from Navajo families.

The Phase I data was has yet to be analyzed. The Phase 2 project Jones Payne has been selected for will analyze the 2009 housing survey data and undertake a new effort to gather and analyze supplemental housing and demographic data from a variety of sources. The Phase 2 analysis will aid in calculating the housing needs of the Navajo Nation. The analysis will evaluate communities and population segments in the Navajo Nation not surveyed in the Phase I effort.

The Jones Payne Group team will develop a comprehensive and illustrative housing needs report for the Navajo Housing Authority that demonstrates the Navajo Nation’s housing needs, offers solutions and recommendations to meet the Nation’s housing demands, and provides a 10-year forecast of the demand for housing. The report will be used to justify additional resources and solicit support in addressing housing demands and challenges for the Navajo Housing Authority and the Navajo Nation government for the Navajo people.

The Navajo Nation spans the states of Arizona, Utah, and New Mexico, encompassing a land area comparable to the size of West Virginia, making it by far the largest Native American reservation in the United States.

WeaverPRM™ at the 2010 National Conference of Community Land Trusts

The Jones Payne Group and the Dudley Street Neighborhood Initiative (DSNI) will be presenting a session demonstrating WeaverPRM™ at the National CLT Network’s 2010 National Conference in Albuquerque, New Mexico on Thursday, November 11 from 4:45 to 6:15 pm. The session will detail how DSNI uses WeaverPRM to demonstrate its full functionality and capability.

WeaverPRM, a web-based software product from The Jones Payne Group, offers in-depth, detailed tracking and management capabilities and integrates workflow tracking, dwelling, and homeowner information into an information management system designed to help organize and manage parcel and property-based activities.

DSNI currently uses WeaverPRM and has created an inventory all 225 units of its land trust named Dudley Neighbors Inc (DNI) on WeaverPRM and tracks leaseholder issues in real time via laptop, PDA, and Smartphone. The nonprofit also scans and stores copies of deeds, product warranty information, leaseholder agreements, and other documents associated with each unit for easy access and retrieval.

Dudley Street Neighborhood Initiative to Implement The Jones Payne Group's

The City of Ontario, CA Housing Department and Neighborhood Revitalization Agency selects The Jones Payne Group to perform energy audits

The City of Ontario Housing Department and Neighborhood Revitalization Agency recently awarded The Jones Payne Group (JPG) a contract to perform duct testing for a 36 unit multi-family complex. In an effort to provide the most energy efficient solutions, the Ontario JPG established a partnership with REAS (Residential Energy Assessment Systems), a leading agency whose practice and focus is that of promoting comprehensive home energy improvements. JPG and REAS have been seeking partnership opportunities since 2009.

City of Ontario, CA Quiet Home Program Selects Jones Payne Group

The Jones Payne Group has been selected to provide professional architectural, engineering and acoustical services for residential sound insulation projects in the City of Ontario, California. Kick-off of Noise Mitigation Program for Ft. Lauderdale – Hollywood International Airport

The Jones Payne Group was contracted by Ft. Lauderdale-based prime consultant, The Urban Group, to head up the Residential Sound Insulation Program for Ft. Lauderdale – Hollywood International Airport’s noise mitigation program. The airport intends to provide a variety of noise mitigation options – purchase assurance, sales assistance, sound insulation and mobile home acquisition – to more than 2,000 residential homeowners. Currently, Jones Payne is heading up a 50-unit Early Action residential sound insulation effort.

Phoenix Sky-Harbor International Airport Selects CSDA/Jones Payne

The Jones Payne Group is part of a consultant team headed up by Corlett Skaer DeVoto Architects (CSDA) that has been selected by Phoenix Sky-Harbor International Airport to help implement the Non-Residential Sound Insulation Program – which is anticipated to include the sound insulation of up to 33 sites, of which 58 sites contain Places of Worship, Schools and Community Centers. Two years ago, CSDA / Jones Payne conducted a feasibility study for the airport that included an evaluation of each eligible structure from a historical, architectural, mechanical/electrical and acoustical perspective.

Boston Logan International Airport Selects Jones Payne to Deliver Program in a Unique Way

The Jones Payne Group has contracted with Massport to head up the Bayswater Environmental Program which represents acoustical improvement to up to 215 eligible homeowners. The Program offers specific environmental home improvements for residential properties located at the end of Runway 22R. Homeowners can select from options designed to produce interior noise reduction and / or air quality benefits up to a pre-established maximum grant amount per separately-owned residential property. Jones Payne staff will assist individual homeowners in evaluating and selecting improvement and product options. Homeowners are then responsible for soliciting bids from a pre-qualified list of local contractors & subcontractors. Jones Payne will review each bid and notify Massport with their recommendations regarding bid acceptability. The property owner is then responsible for choosing a contractor’s proposal from the bids deemed qualified by Jones Payne.

Tucson Airport Authority Selects Landrum & Brown / Jones Payne

The Jones Payne Group is part of a consultant team headed by Landrum & Brown that has been selected by Tucson Airport Authority to provide professional planning and consulting services for the Tucson International Airport’s FAR Part 150 Noise Compatibility Study and Airfield Planning Study. As part of the Landrum & Brown team, Jones Payne will support the project by providing data collection, database and website application management, and local agency interaction.

The Tucson Airport Authority celebrates its 60th anniversary this year. TAA is a nonprofit organization created to manage Tucson International Airport and general aviation reliever airport, Ryan Airfield. Formed by state charter in 1948, TAA’s mission is to promote air transportation and commerce in the state and maintain the airfields' runways and other facilities.

Boeing Field/King County International Airport Selects SM Stemper/Jones Payne

King County International Airport (KCIA) at Boeing Field will celebrate its 80th year as an airport on July 25 and 26. Owned and operated by King County, the Airport is one of the top general aviation airports in the country and is a major catalyst for economic growth throughout the Puget Sound region. Its fitting that the Airport’s 80 years of service to the region also marks the beginning of Phase 1 of its Residential Sound Insulation Program. The Program is part of the Airport’s continuing commitment to maintain positive relationships with the surrounding neighborhoods of Tukwila, Beacon Hill, and Georgetown by improving the quality of life of noise-impacted residences through sound insulation.

The Jones Payne Group is part of a consultant team headed up by SM Stemper Architects that has been selected by King County to help implement Phase 1 of the Program. [SM Stemper Architects and the Jones Payne Group are currently collaborating on the Seattle Sound Transit Residential Sound Insulation Program.] Jones Payne’s national expertise in noise mitigation will help assure that the Program’s noise reduction goals are met and that the Airport continues to be a good neighbor to the surrounding communities.

One of these communities, Georgetown, is particularly interesting as it is one of the oldest in the Seattle area and contains many historic houses. Recognizing the importance of preserving the historic character of these homes, the team will develop acoustical treatments that minimize architectural impacts to the homes and enhance Georgetown’s reputation as a quality place to live, work, and raise a family. Jones Payne’s expertise in dealing with historic buildings in other sound insulation programs across the country will help inform the acoustical design solutions we will develop for KCIA’s program.

In Memoriam, Randolph Jones, FAIA AICP

Randolph Jones, FAIA AICP passed away February 21st after a protracted struggle with cancer.  All of us who worked with Randy knew him to be the consummate professional and gentleman and were captivated by his warm spirit.  We will miss him greatly.

Funeral services took place on Monday, February 25th at St. Susanna's Church in Dedham, MA. Plans for a future memorial tribute to Randy will be forthcoming. The family requests that expressions of sympathy in Randy's memory be made to Hearth, Inc. Randolph Jones was a founding principal and former President of The Jones Payne Group, Inc. An architect, urban designer and certified planner, was Principal-in-Charge of Jones Payne’s RSIP programs in the Eastern, Mid-Atlantic and Southern FAA regions. He brought over 30 years of experience in transportation facilities planning and design, downtown revitalization programs, community development programs, housing, environmental assessments, noise mitigation programs, historic preservation, adaptive use projects, and smart growth initiatives.

As a registered architect since 1976, Mr. Jones served as Principal-in-charge for a variety of architectural projects, including housing, historic preservation and adaptive use, school renovation, public facilities and capital improvement projects. He was responsible for a variety of airport, transit and highway planning projects and has managed the design and construction for numerous residential and school sound insulation programs nationally.

His extensive knowledge of FAA policies and thorough understanding of the intricacies of sound insulation programs led him to formulate pilot projects and develop program management and implementation strategies for airport-sponsored sound insulation programs nationwide.

Mr. Jones had a Master of City Planning degree and a Master of Architecture degree, from the University of Pennsylvania. A Fellow of the American Institute of Architects and a Certified Planner, he was NCARB certified and licensed to practice architecture in 21 states.

He also served as an appointed member to the AIA’s Regional and Urban Design Committee’s Advisory Group. Previously, Mr. Jones also co-chaired the Boston Society of Architects (BSA) Civic Initiative for a Livable New England, and ambitious 2-year effort aimed at creating a broad constituency for smart growth in the Boston region.

The Boston Housing Authority has selected The Jones Payne Group to provide architectural services.

The Jones Payne Group to provide architectural services for building envelope improvements at the Torre Unidad Housing Development. Services for this project include existing conditions survey and report, recommendations establishing a prioritization for the scope of work and future work, design and specifications, and construction support. The Jones Payne Group will provide an initial study of the exterior wall conditions, identifying causes of loosening bricks and water infiltration, and base design for the envelope improvements on those findings.

Randolph Jones, FAIA, AICP, elected to the prestigious College of Fellows of the American Institute of Architects

Randolph Jones has been elected to the prestigious College of Fellows of the American Institute of Architects (AIA). This honor is awarded to AIA members who have achieved a standard of excellence in the profession of architecture. Election to fellowship not only recognizes the achievement of architects as individuals, but also recognizes their contribution to the profession of architecture and society on a national level. Out of a total AIA membership of nearly 81,000, there are fewer than 2,600 members who are distinguished with the honor of fellowship due to their notable contributions.

Sarah Degutis has recently joined the ranks of Registered Architects in the Commonwealth of Massachusetts. She is a seasoned and capable Architect having managed the design work for a number of large scale housing rehab projects. She was the Job Captain for the Newton Housing Authority’s bathroom rehab project and the kitchen renovation for the Webster Park, Newton Housing Authority, Habitat for Humanity Renovation.

John Donoghue joins the Jones Payne Group, Tucson, AZ

The Jones Payne Group is pleased to announce that Mr. John Donoghue, GISP, MBA, has joined the firm as GIS Program Manager. Mr. Donoghue will oversee the firm’s Information Management Group’s GIS services that include project management and needs assessments, requirement analysis, system implementation and integration, application design and programming, and database design. Mr. Donoghue will be based out of the firm’s newest location in Tucson, Arizona.

Mr. Donoghue brings more than 16 years of combined experience with information systems and Geographic Information Systems (GIS), in both government and private industry settings. Mr. Donoghue holds a Master of Business Administration degree with an emphasis in GIS and a Certificate in GIS. Mr. Donoghue is also an ESRI Authorized Consultant and a Certified GIS Professional by the GIS Certification Institute.

The Jones Payne Group is pleased to announce that Mr. Randal Scot Sheldon has joined the firm as a Project Manager. Mr. Sheldon’s initial assignment will be in San Diego where he will be the on-site manager responsible for design services related to San Diego County Regional Airport Authority’s Quieter Home Sound Insulation Program.

Most recently, Mr. Sheldon served as Program Manager to the SMART (Sound Mitigation Acoustical Remedy Treatment) Program for Fresno Yosemite International Airport. Prior to this, Mr. Sheldon was employed at the City of Fresno for 28 years, where he managed design, historic review and construction management services for property owners participating in state & federally funded rehabilitation programs.

City of InglewoodThe City of Inglewood has selected The Jones Payne Group to provide services related to the City’s Residential Sound Insulation Program. Services provided will include homeowner outreach, preliminary acoustic testing, pre-construction noise measurements, design and specifications, and constructions support. The Jones Payne Group will prepare plans, specifications and scopes of work to meet the design criteria of a post construction interior noise level not exceeding 45 decibels CNEL or at least a 5 dB reduction.

Randolph Jones, FAIA AICP, Principal and Cheng Lee, AIA and Sarah Degutis, AIA will serve as key Staff Architects. Mr. Lee, as a resident of Malden, is particularly excited about working on this "hometown" project, serving as the Project Architect. He will be facilitating on site coordination during both the design and construction phases of this project.

The Boston Housing Authority has chosen The Jones Payne Group to provide architectural services for Window Improvements at Six Elderly and Disabled Developments. In the past 20 years, Jones Payne has closely coordinated design and construction activities for an extensive number of tenant and owner-occupied housing units. The Jones Payne Group will be joined by DMC Engineers, Inc. and ATC Associates Inc. on this project.

Boston Housing Authority, 17 Developments, Boston, MA

The Jones Payne Group has been chosen to provide architectural services for the Boston Housing Authority for the Envelope Wall Improvements at Seventeen Elderly and Disabled Developments. With credentials and expertise in building investigation, design and construction administration to address the existing deficiencies with the exterior envelope, The Jones Payne Group will be joined by the Boston staff of nationally recognized building forensics experts Wiss, Janney, Elstner Associates, Inc. WJE will investigate the building envelope failures and assist with the recommended improvement plan. DMC Engineering will provide structure investigation and improvements. By providing on-site management and a thorough investigation of the exterior envelope problems, we will develop a carefully prioritized and phased strategy to address all deficiencies. The Jones Payne Group looks forward to the opportunity of serving as the BHA’s consultant on this challenging project.

Newton Housing Authority, Habitat for Humanity, Webster Park, Newton, MA

The Jones Payne Group provided pro bono architectural and historical design services to the Newton Housing Authority in the restoration of 76 Webster Park. The project site, bequeathed to the City, lies adjacent to a nature preserve and conservation land. The property’s existing single family home, with added development of a new duplex unit being developed on the back section of the site by Habit for Humanity, will be restored for affordable housing. The goals of the project are to restore the existing home for public housing while maintaining its historical character and quality. Products and materials have been selected for durability and consistency with historic fabric of the home. This innovative project, the first of its kind in the City of Newton, brings together the Newton Housing Authority and Habitat for Humanity in a development partnership to expand affordable housing within Newton’s otherwise highly-priced housing market. Construction was completed in May 2006.

The third annual AAAE/Quieter Homes Program Sound Insulation Symposium was held in Williamsburg, Virginia in OCtober 2003. Many airport representatives, consultants, manufacturers and contractors who deal with sound insulation programs on a day-to-day basis were at the conference to share their expertise and ideas on how to manage and run successful sound insulation programs.

One of the conference workshops examined the various ways that sound insulation programs are structured and implemented as a result of individual program circumstances or conditions that are more typically experienced in programs of this type. This "Best Practice" survey has been designed to elicit information to help inform this discussion, and to more generally promote a sharing of information to help deal with the challenges of these important programs.

Graphic Design USA awards Jones Payne

The Jones Payne Group has been selected as a winner in the category of Self Promotion for the 2001 American Graphic Design Awards competition by a nationwide panel of 7 judges.

This year's entries numbered close to 10,000 and of those, less than 10% were selected as winning entries. Our winning entry will be published in the Annual Edition of Graphic Design:usa in December 2001, which is circulated throughout the Graphic Design Industry.

Congratulations to Jones Payne employees Cheryl Gurvich and Peter Raneri for their winning designs.

This Regional Charrette will focus on ways to make sure that future growth creates livable communities, and that new development fits into the region's unique social, cultural and natural landscapes. The charrette will provide a forum for addressing the effects of sprawl and examining ways to make growth smart.
