The Jones Payne Group has been serving as the Prime Consultant to the Massachusetts Port Authority's Residential Sound Insulation Program since its inception in 1984. Beginning with the initial 4 house pilot project, the program evolved into one of the nation's most successful, multi-year, large scale sound insulation programs. Over 7,300 dwelling units have been sound insulated within the communities surrounding Logan International Airport.

Noise Mitigation

Our Noise Mitigation practice group has an 18 year history in environmental noise, including land use/ noise mitigation strategies, sound attenuation feasibility studies, pilot residential sound insulation projects and program formulation/ implementation of noise mitigation programs. The firm provides program planning, management, design and construction services for the sound insulation of schools, churches, civic buildings, residential and historic properties affected by airport, highway, transit and rail noise.

Land Acquisition and Homeowner Relocation Services

The Jones Payne Group also provides both property management and information systems management support services to assist agencies with their voluntary land acquisition and homeowner relocation programs. Our property management services include contracting, managing, coordinating and supervising the following pre-demolition and demolition activities:

Since 2004, the Jones Payne Group has been providing property management services to the Cleveland Hopkins International Airport’s Brook Park Home Land Acquisition Program. Jones Payne has been responsible for all pre-demolition, demolition and post-demolition services that include:

  • Securing vacated properties by boarding up windows
  • Coordinating all utility disconnections
  • Coordinating all asbestos testing and abatement
  • Coordinating the removal of all oil tanks
  • Coordinating all refrigerant recovery efforts
  • Securing all required demolition permits
  • Supervising and monitor demolition and excavation
  • Supervising and monitor all landscaping activities
  • Managing all product recycling efforts, where possible
  • Managing all property maintenance activities

We are also currently providing similar property management services to T.F. Green Airport’s Voluntary Land Acquisition Program. In addition, our Information Management and Geospatial Systems group developed a custom Land Acquisition Management System for the Rhode Island Airport Commission’s (RIAC) to use in managing the land acquisition program. Our solution reaches beyond normal project workflow tracking and simple event tracking systems to encompass a system that handles all aspects of land acquisition. Relocation agents easily populate the system by performing their usual work of filling in the necessary forms online. Behind the scenes, our Land Acquisition system inventories Relocation Housing Payments, Comparable Property evaluations, Offer Packages and other relevant information.

Architectural Design

Our Architectural Design practice group understands the complexity of designing, constructing and managing aviation design and construction projects. Whether it's a small improvement project, a large renovation to an existing facility, or the design of a new facility, we assist our clients in making their visions a reality.

We have served as the Program Manager, Architect, and Construction Manager for the Monterey Peninsula Airport District (MPAD) for various AIP/CIP grants. MPAD also retained Jones Payne to serve as Architect/Engineer for various land-side and air-side improvements.


Information Management and Geospatial Services

Our Information Management Services and Geospatial Services (IMgS) practice group has very strong qualifications in providing GIS, database management and internet application development to airports. The Team is currently providing information technology, GIS and application development services for a number of airport noise mitigation programs including Philadelphia International Airport, Rhode Island Airport Commission, Bradley International Airport and others.

Urban Planning and Design

Our Urban Planning and Design practice group specializes in developing design-based strategies creating effective buffers between airports and their surrounding communities and delivering community-based sound insulation programs that treat sensitive receptors such as residential, educational and civic buildings.

Airport Edge Strategy

Jones Payne served as the urban design consultant for the development of an Airport Edge Strategy for Boston’s Logan International Airport. An integral component of Massport’s
Logan Growth and Impact Control (LOGIC) Study, the Edge Strategy created continuous public open space, community parks, recreational facilities, and transportation corridors to separate and buffer neighborhood land uses from airport functions.

Land Use Consulting

Jones Payne also served as the land use consultant on Massport’s LOGIC Study Master Planning Team to plan for the growth of Logan International Airport through a 20 year time horizon. Our responsibilities included analyzing on-airport support functions including air cargo facilities, passenger / employee parking, and rental car operations. Jones Payne also developed an overall neighborhood noise mitigation strategy, and prepared an Airport Edge Strategy based upon projected future on-airport facilities adjacent to the surrounding housing and community facilities.

Environmental Impact Report Development

In addition, our Urban Design team led a multi-disciplinary consultant team of planners, traffic consultants, environmental consultants, air quality / noise experts in the development of an Environmental Impact Report (E.I.R.) for the North Service Area, a 43 acre site designated by Massport for consolidation of airport support functions. The E.I.R. evaluated both near term and long range development options in support of Logan Airport’s overall modernization efforts.
