Key staff Biographies

Michael K. Payne, AIA
Managing Principal of the Jones Payne Group, Inc.

Over the past twenty-years, Mr. Payne has served in the capacity of Project Manager / Principal-in-Charge for numerous airport and rail noise mitigation in cities nationwide, including Boston, Cleveland, Phoenix, Columbus, and Portland, OR, to name a few.

In addition to noise mitigation, Mr. Payne’s has a keen professional interest in historic architecture and historic preservation. Historic properties can sometimes be found inside a noise contour deemed eligible for sound insulation. Some of the projects Mr. Payne has overseen in California, Ohio and Massachusetts required submissions to and reviews by the respective State Historic Preservation before the proposed treatments could be approved.

Mr. Payne served in Nepal as a Peace Corps Volunteer, after which he was engaged as a private consultant and/or employee of several international development agencies, including UNICEF and the World Health Organization. His work included designing and building gravity flow drinking water systems and a rural hospital.

Mr. Payne holds a Masters of Architecture degree from the University of Oregon. He is licensed to practice architecture in twelve states and is NCARB certified. He is a member of the American Institute of Architects, the National Trust for Historic Preservation, the Archaeological Institute of America, and the National Peace Corps Association for Returned Volunteers. He served as the Chairman of the Historic Preservation Commission for the Massachusetts city in which he resides for ten years.

 

 

John H. Hansen III, Associate AIA
Principal-in-Charge

As a Principal for Jones Payne, Mr. Hansen is responsible for the firm’s operations. He has direct supervisory responsibilities for all projects located in the Western-Pacific and Northwest Mountain regions. He currently serves as the Principal-in-Charge for Residential Acoustical Treatment Programs in Inglewood, El Segundo, Monterey, and Ontario, California, as well as Seattle. He oversees the firm’s Program Management Staff for both Design and Construction activities, and coordinates technical staffing and master program schedules for the entire firm for all noise mitigation programs.

Mr. Hansen’s tenure in the industry has allowed him to gain a national perspective of the key issues affecting the success and failure of sound insulation programs. His project experience includes programs in New England, the Midwest, the South, and the West. He has been active in management and supervision in California since 1990. This broad base of regional and national experience has allowed him to bring new ideas to programs while having a clear understanding of the unique characteristics a locale brings. As part of the firm’s leadership, his experience has contributed to the national recognition of our practices as evidenced in the “Best Practice” survey Jones Payne’s conducts of national RSIP programs.

Mr. Hansen leads the Information Management & Technology Group where his leadership and vision have been instrumental to the development of Jones Payne’s unique project delivery systems, including our shared database networks, CADD applications, production techniques, and the firm’s Web-enabled Program Center. He has created groundbreaking tools in Application Development, Business Process Improvement, GIS/CADD and Information Technology. His leadership, vision, creativity, and diverse experience across educational, retail, business, residential, and airport work give him the tools to effectively manage and enhance each program’s needs.

Mr. Hansen holds a Bachelor of Science in Architecture from Ohio State University and is an Associate Member of the AIA, as well as a member of the Boston Society of Architects, and the Construction Specification Institute.

 

 

Eric J. Raboin
Principal, Business Development

For the past 9 years, Mr. Raboin has provided program and project management services to airport-sponsored noise mitigation programs. His most recent project experience includes noise mitigation programs in Cleveland (OH), Warwick (RI), Fort Lauderdale (FL) and Harrisburg (PA).

Mr. Raboin established and now directs Jones Payne’s Land Acquisition & Relocation Support Services Division. This service division consists of a professional staff providing program and property management support services to airport-sponsored land acquisition programs, nationwide. Services include database development and management, GIS, grant management, DBE compliance & reporting, and turnkey property management services. Jones Payne manages and contracts directly with a team of consultants and contractors to provide turnkey property management services from the time a property is first vacated through demolition and landscaping.

As Principal-In-Charge to airport-sponsored noise mitigation programs, Mr. Raboin serves a critical role in formulating and implementing programs to reflect the land use measures approved within an airport’s Part 150, Noise Compatibility Plan. An example of this is currently underway for the Fort Lauderdale – Hollywood International Airport. Mr. Raboin has been supporting the airport’s recommended noise mitigation implementation strategy that is currently before the Broward County Commissions. The implementation strategy reflects the land use measures approved by the Federal Aviation Administration (FAA). Program mitigation measures include the sound insulation of residences, offering homeowners the option for purchase assurance/sales guarantee, and the acquisition of two mobile home parks & the relocation of park residents. As part of the program formulation efforts associated with the Early Action Sound Insulation Pilot Program, Mr. Raboin helped to create: a policy and procedures manual; a program website; handbooks, newsletters, and a PowerPoint presentation; acoustical testing plan & treatment criteria and guidelines; the development of acoustical treatment and products standards; a program field office & product display center; and a web-enabled program database management & GIS mapping system.

Mr. Raboin also provides Clients with extensive program management services, including: grant management; program compliance & reporting; project budgeting & scheduling; resource allocation; project status reporting; contract negotiations; scope formulation; and community outreach services.

 

 

Andrew C. Walter, Associate AIA
Principal, Information Management Services

Mr. Walter is the Associate-in-Charge of the firm’s Information Management Systems Group (IMS) and a member of its Board of Directors. His exposure to complex multi-stakeholder projects led him to develop a strong focus in utilizing technology and alternate delivery methods for project collaboration and workflow automation. To this end, Mr. Walter has spent more than 13 years designing and implementing data standards, procedures and systems to bridge the communication gap between professional staff and technologists. As a technical strategist and project manager, he provides innovation and leadership in the development of enterprise information management systems for the firm and its clients.

Mr. Walter is focused on finding efficiency and delivering products that integrate across layers of management and skill levels for The Jones Payne Group’s Transportation and Government clients. His hands-on experience leading all stages of system development efforts, including software requirements definition, design, architecture, testing and support provides clients with a comprehensive and integrated perspective. These successes are attributed to Mr. Walter’s strong communications and project management skills that compliment his technical abilities.

Mr. Walter’s leadership role involves management of all aspects of planning, scheduling and budgeting for IT systems, as well as overseeing system implementations. This broad exposure provides Mr. Walter with a unique perspective on how technology provides solutions but more importantly how it affects people.

Mr. Walter holds a Bachelor of Architecture from Roger Williams University and is an Associate member of the American Institute of Architects, as well as member of the Boston Society of Architects, the American Association of Airport Executives, the Society of Cost Estimating and Analysis and the Boston Architects and Technology group.

 

 

GISP LogoJohn Donoghue, GISP, MBA
GIS Program Manager

Mr. Donoghue has more than 16 years of combined experience with information systems and Geographic Information Systems (GIS) in both local and state government and private industry settings. He is responsible for managing the firm’s GIS Services Team that provides GIS project management, application design and development, analysis, and data integration services. These services have been provided on a variety of enterprise and departmental projects for the firm’s airport authority, local and tribal government and private clients.

Mr. Donoghue’s experience with GIS began while working in the team that implemented one of the first GIS systems in the California Department of Transportation. He has since been responsible for projects that included enterprise GIS implementation, enterprise integration, data conversion, needs assessment, and software application design and development.

Mr. Donoghue holds a Master of Business Administration degree with an emphasis in GIS from the University of Redlands, and a Certificate in GIS from the University of California Riverside. He is a Certified GIS Professional by the GIS Certification Institute and an ESRI Authorized Consultant. Mr. Donoghue is accomplished at designing and developing custom web-based applications with ESRI server technologies in the .net application development environment; and his strengths lay in his ability to combine his knowledge of GIS and its related technologies with a holistic understanding of each client’s business needs. This enables him to discern opportunities for clients to extend the use of business data through the integration of collaborating technologies, data and systems.

Mr. Donoghue’s technical expertise is complimented by solid writing and project management skills that are demonstrated by his contributions to many award winning environmental and municipal planning projects. He was also a former instructor for the University of Riverside Extension certificate program in GIS and former Coordinator of the Inland Empire GIS Users Group.
